Leadership and Vision
- Created innovative executive management team including Marion County elected officials and department heads to implement a countywide organization change effort.
- Developed vision, goals, objectives and strategic plans for many complex projects, county government, and non-profit organizations.

Fiscal Responsibility
- Managed annual operating budgets exceeding $270 million.
- Developed strategy including procedures and policies to move financial management
- Created a multi-year strategy to rebuild confidence in county’s financial system.
- Organized and led a strong finance management team to ultimately earn Marion County the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA).
- Led the county out of the worst financial crisis in its history.
- Oversaw the (ultimately successful) multi-year transition of County’s entire financial management system.
- Created and implemented concept to analyze future needs and create strategies for achieving long-term budgetary goals of national association.
Human Resources and Management
- Created and empowered teams to ‘think outside the box’ and successfully implemented Volunteer and Cultural Diversity programs.
- Actively supervised including annual evaluations, work plans, hiring and firing, up to 15 professional staff.
- Developed and implemented Marion County’s first risk management program including operating policies and procedures.
- Established operational targets and evaluated activities, goals and objectives for numerous complex projects and programs. The largest being a $66+ million construction project.
- Assessed social, organizational, and technological systems and interrelationships to implement a comprehensive, solid waste management program in Marion County.
- As staff, consultant, and elected official, created and led strategic planning processes including evaluation and monitoring progress of teams and projects.
- Redesigned structures and processes to accomplish goals when projects were stalled, faced obstacles or other unforeseen hurdles such as the $22 million Marion County office building and transit center in downtown Salem.
